Tom has been at the forefront of water recycling (both non-potable and indirect potable) applications since the mid 1980’s, and involved in the implementation of large-scale water recycling programs for Orange County, San Diego, and San Jose. He is currently managing consultant team activities for Los Angeles’ recycled water master plan—one of the most cutting edge and comprehensive recycled water planning efforts in the country. Tom has served as chair of the American Water Works Association Water Reuse Committee, vice-chair of the Water Environment Federation/AWWA Water Reuse Task Force, and is currently chair of the WateReuse Association Potable Reuse Committee. He has a master’s degree in civil engineering from California State University, Long Beach and a bachelor’s degree in environmental engineering from California Polytechnic State University, San Luis Obispo.
