With a 17-year career emphasis on recycled water planning, Scott has expertise in regional and master planning, modeling, economic and engineering analysis of recycled water, brine-concentrate management, and conveyance systems. He recently led a long-term water supply master plan for the Eastern Municipal Water District, and completed the Southern California Brine-Concentrate Management Study, Phase 1 for the U.S. Bureau of Reclamation and 15 other agencies which assessed the current and future brine-concentrate flows and issues throughout southern California. He also led analysis of brine concentrate disposal alternatives for the Big Bear Area Regional Wastewater Agency. Scott is currently secretary and treasurer of the Los Angeles Chapter of the WateReuse Association. He earned his master’s degree in civil engineering at the University of California, Berkeley and his bachelor’s degree in civil engineering at UCLA.
