Gisa is a recognized industry expert in the planning and evaluation of sewer system facilities, including infiltration/inflow (I/I) analyses, hydraulic modeling, and condition assessment. She has 32 years of civil and environmental engineering experience and has conducted master planning and evaluation studies for complex municipal sewer systems, including the Sacramento Area Sewer District, Union Sanitary District, Central Contra Costa Sanitary District, Fairfield-Suisun Sewer District, San Jose, and San Mateo. Gisa has participated in the preparation of Sewer System Management Plans (SSMPs) for 10 California cities and districts. She is currently assisting several Bay Area agencies in responding to regulatory compliance orders related to sanitary sewer overflows and high wet weather flows. Gisa has a master's degree in civil engineering from the University of California, Berkeley.
