With a background in water and wastewater projects in California, Scott has developed particular expertise in water recycling during his 30-year career—he specializes in converting customers from potable to recycled water for both landscape and industrial purposes. Scott is currently leading the Non-Potable Reuse Master Plan portion of Los Angeles’ recycled water master plan, and is managing expansion of the Yucaipa Valley Water District’s brineline and recycled water system. He is also working as extension of staff to the Encina Wastewater Authority on their biosolids and energy management activities. Scott has a bachelor’s degree in water resource engineering from University of California, Los Angeles and a master’s degree in environmental engineering from the University of Southern California.
