Paul has 33 years of experience in wastewater collection system planning, including sewer master plans, wet weather and infiltration/inflow studies, condition assessments and rehabilitation/replacement plans. He has extensive experience in the application of GIS and dynamic hydraulic models, and has completed models and capacity master plans for numerous agencies throughout California, including the Orange County Sanitation District, the East Bay Municipal Utility District, and the City of San Diego. He has recently completed Sewer System Management Plans (SSMPs) for several Southern California cities, including Lancaster, Palmdale, Downey, and Whittier. Paul has a bachelor's degree in civil engineering from the Massachusetts Institute of Technology and a master's degree in civil engineering from Stanford University.
