Steve has over 17 years of experience specializing in the planning, design, and construction of water supply, wastewater, and flood protection projects. Steve has experience preparing master plan documents and feasibility studies, managing design teams in the preparation of construction documents, and coordinating with regulatory agencies including the U.S. Army Corps of Engineers, Regional Water Quality Control Board, Department of Fish and Game, and National Marine Fisheries Service to obtain permits and NEPA/CEQA certification for projects. He was RMC’s program manager for the Santa Clara Valley Water District's $400-million Coyote Watershed Flood Protection Program, and he recently assisted the District in implementing a fast-track design and construction project funded by the American Recovery and Reinvestment Act of 2009.
