IRWMP - Projects
A key element of successful IRWM planning is the identification of implementation projects to achieve specific plan goals and objectives. Stakeholders are encouraged to submit implementation project proposals that they would like to have considered for inclusion in the adopted San Diego IRWM Plan and updates. An Implementation Project Solicitation Form is provided below. Project proposals received will augment, rather than replace, those already identified in previous solicitations. All projects that are consistent with one or more of the Regional Objectives of the IRWM Plan will be considered.
IRWM Projects

All 162 projects submitted for inclusion in the IRWM Plan are contained within this Project Database (2MB file size). Due to the volume of data provided for each project, and in order to present the data in a condensed format on the website, the data for each project was separated into the following categories:

Project Description;
Project Benefits;
Linkages, Other Plans, Impacts and Need;
Hydrologic Units;
Groundwater Basins (1 of 2);
Groundwater Basins (2 of 2);
Water Management Strategies (1 of 4);
Water Management Strategies (2 of 4);
Water Management Strategies (3 of 4);
Water Management Strategies (4 of 4);
Schedule;
Budget;
Statewide Priorities;
Program Preferences;
Outreach and Contact Information;
Partners;
Environmental Approach, Technical & Economic Feasibility.

For each of the categories named above, the data for all 162 projects is provided prior to moving onto the next category. For instance, the database begins with the Project Description category and lists the data for all 162 projects before moving onto the next category, which is Project Benefits.

Project Ranking and Selection
Each of the 73 Tier 1 projects contained within the Draft IRWM Plan have been reviewed to determine: whether the project proponent requested that the project be considered for Proposition 50 funding; and whether the project is consistent with the requirements and schedule of the Proposition 50 program (CEQA must be scheduled for completion prior to 12/31/08 if applicable, and watershed management and flood control projects must have an implementation component). A total of 23 projects were screened from consideration for inclusion in the Proposition 50 funding package based on the above criteria.

The remaining 51 projects were considered for Proposition 50 funding by the Project Selection Committee; this project list can be viewed by clicking HERE (projects are listed in alphabetical order by project proponent). It should be noted that all projects contained within the IRWM Plan are valuable to the IRWM planning effort. All projects that were submitted to the IRWM Plan will remain within the Plan, and will not be removed.

IRWM Project Proponents
The project solicitation period is now closed. However, as future funding opportunities arise, such as Prop 84 and 1E, there will be an opportunity to update and or submit new projects for consideration. Additionally, the IRWM Plan will be updated at least every five years, at which time the project list contained within the plan will also be updated and new projects will be accepted at that time.

Workgroup members have requested that project proponents do not contact them directly to discuss projects. If you have questions about the Project Selection Committee, IRWM planning process, or Proposition 50 Chapter 8 program, please contact Rosalyn Stewart (RMC Water and Environment) at 858.875.7400 x420 or rstewart@rmcwater.com
Proposition 50 Implementation Grant Success!
The San Diego Region’s Proposition 50 Chapter 8 implementation grant application was successful!! The California Department of Water Resources (DWR) has recommended that the Region receive $25 million to implement the IRWM projects presented in our proposal with a few minor changes. The San Diego County Water Authority is currently working with DWR to develop a contract to receive the funding on behalf of the Region. The project list accepted by DWR for funding under the Proposition 50 IRWM Grant program can be viewed by clicking here.
