IRWMP - Projects
A key element of successful IRWM planning is the identification of implementation projects to achieve specific IRWM Plan goals and objectives. Stakeholders are encouraged to submit implementation project proposals that they would like to have considered for inclusion in the adopted San Diego IRWM Plan and updates. A link to the online project database which houses San Diego region implementation projects is provided below. Project proposals received will augment, rather than replace, those already identified in previous solicitations. All projects that are consistent with one or more of the IRWM Plan objectives will be considered.
IRWM Projects

Online Project Database — The San Diego IRWM region is now accepting new projects that contribute to our mission – “the protection, management, and development of reliable and sustainable water resources.” Stakeholders may submit water management projects using our online project database. Our interactive database allows local project sponsors to log-in and add, revise, and submit their project information, as well as view all other submitted projects. The online project database is always open for submittal of new and revised water management projects. As funding opportunities arise, interim deadlines will be announced through the stakeholder email list (contact: Rosalyn Prickett). Projects submitted by April 1, 2011 will be considered for the current Proposition 1E Stormwater Flood Management grant cycle. Projects may be submitted after the deadline for consideration in future rounds. As each new grant cycle arises, there will be an opportunity to update or submit new projects for consideration.

Eligible projects must contribute to our IRWM Plan objectives and provide multiple water resource benefits. Section C of the IRWM Plan outlines San Diego’s regional objectives, which include supply reliability, water quality improvement, and protection of natural resources. Section F of the IRWM Plan (see Table F-1) contains a description of the project scoring process that will be used to rank the submitted projects prior to grant application(s). New projects added to the online project database will augment the original project list in the adopted IRWM Plan.

All projects submitted in 2007 for the IRWM Plan are listed in the online project database. Under “All Submitted Projects”, please “Search by: Year (4 digits) = 2007” to review the list of old projects. If you would like to edit and re-submit an old project, please contact Heather Parkison with the Project ID, Organization, and Project Title – she will transfer the project to your log-in account.

Original Project List — All 162 projects originally submitted for inclusion in the IRWM Plan are contained within this Project Database (PDF - 2MB). Due to the volume of data provided for each project, and in order to present the data in a condensed format on the website, the data for each project was separated into various categories presented one after another. For example, the database begins with the Project Description category and lists the data for all 162 projects before moving on to the Project Benefits category.

Project Ranking and Selection

As described above, the project scoring criteria in Section F of the IRWM Plan (see Table F-1) is used to rank the submitted projects in numerical order. The top 50th percentile of projects is moved to Tier 1 and considered for the upcoming grant application(s), while the bottom 50th percentile is moved to Tier 2 and retained for consideration in future cycles.

Each of the Tier 1 projects is then reviewed to determine: 1) whether the project proponent requested that the project be considered for Proposition 84 funding and 2) whether the project is consistent with the requirements and schedule of DWR’s grant program guidelines.

Proposition 84 - Round 1 Project Ranking — B. A total of 54 projects were submitted and considered for the region’s Proposition 84-Round 1 implementation grant proposal. Once the current Call for Projects ended on August 2, 2010, the submitted projects were scored and tiered as described above. The Tier 1 project list was evaluated by the Proposition 84 Project Selection Workgroup. The Workgroup met several times throughout the Summer 2010 to review the details of the Tier 1 projects and identify a $7.9M package of projects to be submitted for Proposition 84 Round 1 funding.

Proposition 50 Project Ranking — A total of 51 projects were considered for Proposition 50 funding by the Proposition 50 Project Selection Workgroup; this project list can be viewed by clicking here (projects are listed in alphabetical order by project proponent). It should be noted that all projects contained within the IRWM Plan are valuable to the IRWM planning effort. All projects that were submitted to the IRWM Plan will remain within the Plan, and will not be removed. The Workgroup met several times throughout August and September 2007 to review the details of the 51 candidate projects and identified a $25M package of projects to be submitted for Proposition 50 Round 2 funding.

Watershed Project Review
The RAC has an adopted Watershed Policy that provides local watershed groups with an opportunity to review the Tier 1 project list

Proposition 84 Implementation Grant Success!
The San Diego Region’s Proposition 84 implementation grant application was successful!! The California Department of Water Resources (DWR) released the Draft Recommendations on Implementation Grant Awards in May 2011. The San Diego Region was recommended to receive the full proposal request of $7.9 million. Proposition 50 Implementation Grant Success!
The San Diego Region’s Proposition 50 Chapter 8 implementation grant application was successful!! The California Department of Water Resources (DWR) has recommended that the Region receive $25 million to implement the IRWM projects presented in our proposal with a few minor changes. The San Diego County Water Authority is currently working with DWR to develop a contract to receive the funding on behalf of the Region.
